Updated the scale on 7/16/14 long after USPS rate increase and the updated price is still .46 cents for a first class letter. Scale manager showed a successful update with todays date. Any ideas what I did wrong? I am using Windows 7.

You have been doing something wrong if the scales haven't been updated properly. There is a FAQ page setup with instructions on how to upgrade the rare scales rates properly. Follow the information presented on that page and everything should be available within the application.

Also, it seems that Dymo Scale PS20DL isn't present on the support website, so in order to update its software, it's better that you contact the developer on the site mentioned.
